Connection returned : "Call failed"

I am brand new and understand little of this. I've been searching on here for a few hours and started getting more and more confused. I'm sure it's because I was reading posts with my keywords but not identical to my situation. It's very hard for me to ask for help but I am starting to get desperate. I will post as much information as I think you'll need and if someone can point me where to start reading I won't bother anyone.

I got the modem a couple months ago. It had a few instructions on a business card on how to set it up. I also got an email from another sight on how to set it up using the AT&T 4g lte unlimited iPad plan. I followed the instructions on the email and it worked. I was ecstatic,shocked and amazed. After having to deal with Hughesnet for the past 3 years I literally cried, but enough about that. As I went along I added and connected the equipment above with no issues, until yesterday. All the sudden we had no internet. I rebooted the modem (we826) about a hundred times it seems. Started researching and found out how to do a 30/30/30 reset and did it. I've disconnected everything and connected my PC to a single LAN1 port on the we826. After getting confused I decided to start at the beginning and read the setup guide. I changed the ip address to 192.168.2.1, cleared my cache on my browser but can't seem to get back into the LuCI gui. So now I sit here typing heartbroken and desperate. I will insert what I have below.

I think that 'call failed' means that there is no signal received from the cell tower or that AT&T rejected your connection. The latter case could be because you're using an iPad plan in another device-- they can tell that.

It appears you're running a third-party build from 2018.

My phone uses the same tower for the 4g lte. so the tower is sending atleast. The instructions I followed for the modem got me an "iemi" for an ipad to use with the modem.
