apples and bananas, the RPi doesn't have any (usable) radios.
pretty sure I've seen the power consumption for it posted already, could have been in Dynalink DL-WRX36 Askey RT5010W IPQ8072A technical discussion, but I'm not 100% sure.
What on earth are you doing to that poor, innocent Pi, that passive cooling isn't sufficient and you need active cooling? Are you trying to mine Bitcoins?
perhaps he's in Italy ? > 40 deg C, if you don't have an AC.
it is running HA with some add-ons including Adguard home.
as for the ambient temperature around RPi4 and RPI's CPU temperature with an ICE tower cooler + 4-inch fan for the whole setup.
RPi can act as a wired router and add some not-so-power-hungry APs.
and if you need AX, I really see no point in getting the RPi, just use a capable AX router.
I am in Japan which is also around 40C (room temperature without AC was 38C inside my home last week) and my Pi was still using the Pimori big heatsink without problem.

Well, depending on the internet access rate likelihood is high that an arbitrary AX router is underpowered to actually do much with the internet traffic packet-by-packet (e.g. traffic shaping and scheduling).
I am using sonoff dual R3 for pi4 and sonoff POWR2 with SONOFFLAN in homeassiatnt.
