That picture doesn't provide any clues about the hardware, so it's unknown at best.
Neither provides any hardware specification to go by, nor the actual (claimed) FCC ID which could provide some basic insight as well.

The MT7628KN has an integral 8MB (64 Mb) RAM, which is way too small to run Linux. So, no it can't work.
That would be a hard no-go (8 MB integrated RAM, usually 2 MB flash), but your FCC images suggest RealTek instead (which would be an even harder no-go, keyword "lexra").
