Yes, however it would be a better idea to package whois instead of changing busybox default which seems pretty much straight forward. If you decide to go this route, please use libidn2. Haven't looked what's different between Debian and upstream however

thanks for your answer. This seems to be way too much of a hassle to have whois.
I am pretty happy with the default OpenWRT build, so I will just live without it.
