Yes,i tried. But Opkg and ipkg does not exist.
then you should probably ask the people who provided you with the image, since your
device doesn't seem to be supported, according to https://openwrt.org/toh/start
None, the supported versions of OpenWrt are 21.02.x and 22.03.x. Previous versions are EoL and no longer supported, neither are proprietary vendor SDKs.
What package manager was used in 14.07 or earlier?
we have no idea which package manager the people who made the image use(d), ask them.

It has been the package manager in OpenWrt since at least 2009.
It is pretty much always installed by default to OpenWrt, so its absence in your router means likely a private build with reduced functionality. Like frollic said, you better ask the authors of the firmware/SDK/whatever for your device.
Ps. note that there likely are no compatible download repos from OpenWrt.

There is no riscv support in OpenWrt so far, even less 9 years ago in 14.07, before the riscv ISA was even invented. Take it up with your distributor.

You are barking at the wrong tree. Just for the avoidance of doubt, this is OpenWrt, not tinalinux, nor is anyone here in any way related to riscv hardware sales.
