Windows 10 IPv6 Default Gateway is fe80::ba27:ebff:fe9b:ba9e%11
not is 2001:b011:XXXX:....
how to solve this problem?

Hi, as far that I know, there is no problem to have an fe80 as default gateway.
For example, you need to have a default gateway even when your PPPoE connection is down, so, that is normal, all IPv6-enabled routers that I have behave the same way, all of them uses the link-local address as default gw, even the ISP one.
So if you have any connectivity issue, is not the gw fault.
