Can I upgrade from 19.0x directly to 21.02? To skip 1-3 releases?

from one major release to the next usually has some caveats (minor releases usually irrelevant)

Your success or failure, or the best course of action, is determined in some part by your hardware - which you have not mentioned ... also, since you know what version you have, why "19.0x"? what's the exact version?
