Updating RegDB

As of 18.06.0 RC1 (I haven't tested RC2 yet), WiFi channels 12 and 13 were not available in Panama due to an issue in the regulatory database.

I've already gotten the issue fixed at the regdb database. That being said, I wish to know if there are any additional steps that I need to take in order to get those channels enabled.

You might want to post directly to the dev mailing list, especially if you "phrase it" in terms of a pull request with diffs

I'd include a reference to the upstream change so it is clear that this is a "legal" change to the reg database.
