Update ncurses to 6.3?

I'd like to get ncurses updated to 6.3, (tagged in October 2021), since that supports the terminfo files for alacritty.

I see there is a PR open for this: https://github.com/openwrt/openwrt/pull/5039 which needs reviews...

Who should I ask to help that happen?

Looks to be no maintainer, maybe try pinging one of the recent committers in the Makefile history by way of a post in the PR thread.
