Tplink Archer c2 5GHz wifi is weaker then stock firmware

It's MT7620A + MT7610E
while 5Ghz's legel TXpower limit is 20dbm, but openwrt doesn't accept anything higher then 11dbm which it super weak. It doesn't to this in stock firmware. as mt7610e support for openwrt is new thing I think this may be a bug.

Any solutions already? - I found a lot of solutions in patching, but no ready-made package for openwrt or implementation in linux-kernel.
