Is there a guide to creating a data partition for squashfs builds?

it's generic, non openwrt specific, use fdisk + mkfs, unless you mean inside the squashfs.

If you need to install packages to create the data parition on openwrt what happens to those packages after the new data parition is installed?

nothing, if they're not stored in the squashfs, you will however still need to reinstall them.

And does openwrt's upgrading need to be configured in a certain way or will it autmotically just start putting packages in the new data parition?

probably need to set it up as in https://openwrt.org/docs/guide-user/additional-software/extroot_configuration

install newer release, usually.
yes, there are some occasions when a package should be updated, but they are rare.

for reinstalling the packages yes, but not for extending the squashfs, I don't think it's capable of doing it.
