Probably because you haven't filed a pull request with the necessary patches to migrate to procd, yet. Code fairies are in short demand, so if you won't do it, chances are no one else will either.
Running jool
in a separate namespace was a tutorial and demo developed by Ondrej Caletka for Ripe87.

I thought it would have been easy for OpenWrt developers to do, since procd
and the network namespace jail are implemented by OpenWrt.
I've started reading the documentation on creating an OpenWrt package. But it's boring to read. I've also read the documentation about procd. I'd also have to read the Jool documentation to get a rough idea of how to integrate it into OpenWrt. This is beyond my current skills.
We're working on a comic book version...
