Yes, it's better if it has Wi-Fi. I'd also like to have four Ethernet ports.
If it doesn't have Wi-Fi and it's even cheaper, I'll consider it.
Go for a 20USD mini pc, add a good switch under 100USD, quite powerful hardware.

Yes, but a router's hardware is designed for this function and usually doesn't exceed 12V.

Voltage =/= power consumption. 12V can consume more than a mains powered low power device.

With 1Gb/s upload & download you can’t do wifi and SQM under 100EUR.
If you don’t need SQM:
GL.iNet GL-MT6000 is good, but slightly over budget.
For me the next intresting device is cudy WR3000S or WR3000H (not WR3000!) which is under 40 EUR.

Depends on the area you are trying to cover. for 100$ you can have two cudy WR3000? for two large floors. For single router https://openwrt.org/toh/views/toh_available_16128_ax-wifi - type mt79 in CPU/SOC, number of ports, the more storages the merrier in long term. check if you need and router has wall mount screws and see what you got in nearby store.
