from memory... only one of ether .conf or .ovpn ... is auto started @ /etc/openvpn without the uci entries for file+enabled ( per conf )...
someone corrected me on this in another thread ages ago...( probably vgaetera ... or maybe yourself ) pretty sure there is some sort of differentiation like that... ( conf needs uci and ovpn doesn't or the other way around )
