[Solved] Is Luci not working in OpenWrt SNAPSHOT, r6022-175538f

I just booted latest snapshot r6022-175538f (https://downloads.openwrt.org/snapshots/targets/x86/64/openwrt-x86-64-combined-ext4.img.gz) in VMware and I can't access the web interface. Luci seems to be installed (uci command works).
Do snapshot builds come with luci enabled, or do I have to do something?
Or is there a problem with this particular build?
Can somebody confirm?

Release build works fine, but I want to try the latest build to see if 160 MHz channels work.

LuCI needs to be installed separately.

It is not included in snapshots.

But seems to be already installed.
root@OpenWrt:~# uci
Usage: uci [] []

uci and LuCI are two different things.
