It looks like the CPU is not busy with OpenVPN on ASUS RT-AC56U.
How can I solve it?

If your CPU is not busy... can you more clearly describe your issue then?
The image in your other post shows OpenVPN using 20% of the CPU...that's quite a bit in my opinion...given you still have to pass traffic to WAN and LAN.
Also, did you take the screenshot while the download was in progress?
If I use top command and download a testfile with openvpn, then I only have 20% CPU utilization.
Download speed is maximum 1.5 Mbps.
With DD-WRT and TomatoUSB I had 10-20 Mbit/s.

Yes.
Are you connected wires or wireless? As I recall, that unit has Broadcom wireless.

I am connected with cable/wires.
The solution is:
Flash snapshot and use the option "OVPN configuration file upload".
Now I have 10-20 Mbps.
