Removing support for /tmp on zram (procd)…

Hi, guys! Would a patch for $subject be acceptable? The rationale is simple: people who want zram install the zram-swap package. If the system is under memory pressure, tmpfs pages will likely be compressed and swapped, since tmpfs is backed by anonymous memory (which is swappable by definition). This makes procd support for /tmp on zram both redundant and unneeded, besides depending on mkfs.ext4.
