Community Fibre are coming to my area. I am planning to get a second WAN connection from them.

I have seen that mwan3 can be used for policy based routing - e.g. desktop gaming PC via WAN1 and everything else via WAN2.

I currently have SQM QoS running on 'pppoe-WAN'. Is it possible to run SQM on more than one WAN interface?

Yes, you can setup multiple queues for each interface with its own download and upload speed for traffic shaping.
