Question about how to assign a device to a dummy interface or VLAN

I am trying to do something similar to what is described in this post: Adblock for specific devices, tutorial to create multiple dnsmasq instances? - #2 by vgaetera

I need help understanding the first step that @vgaetera lays out:

  • Set up a network interface adblock as a dummy interface or as a different VLAN.

This idea seems like it could be very helpful, but

  • The link to the dummy interface package ( dummy ) doesn't really contain any explanation. I need to know how I can assign a device that is connected via wifi or lan to that interface, by MAC or static IP or DHCP pool/range
  • The VLAN documentation I'm finding seems to only work for connections that are through a specific lan port. Is that correct? If so it I don't think this will work for me, I want to be able to assign devices connected to the wifi to a separate virtual interface.
