Operation not permitted

Installing and Using OpenWrt

i use putty ssh to intall packages but it say no internet access (Operation not permitted)
My router tl-mr6400 v5
i install new firmware openwrt
And i want to install modem 4g
But say no internet access
My computer connected internet from my mobile hotspot

..
And the router connection to computer by Ethernet cable

Configure OpenWRT (temporarily) to use the same mobile hotspot for its WAN connection.
