You did not extract the firmware from the zip file first. You used the command on the zip file.

In this case is wrong on ISP site, where is mentioned that it is ZIP file, but download "bin" file

okay you can try with the firmware and let us know the result. I extracted the bootloader from your link and combined it with openwrt 19.07.8.
