Clean install of OpenWrt 21.02.0-rc1. Go to firewall, port forwarding. "Add"

Protocol: TCP\UDP
External port: 22
Destination zone: LAN
Internal IP address: 10.1.1.2
Internal port: 22
Save and apply. Nothing from outside. nmap shows "22/tcp filtered ssh". Internally I can putty in to 10.1.1.2, with out problems. I have tried other Linux hosts on my net. Same results. Same setup works find with the 19.X tree. Even restoring a known good 19.X backup to 21.02.0-rc1, and nothing. Any ideas?
