Can I run OpenWRT in the background of Raspbian or Ubuntu Desktop?
I'd like to have a GUI interface to OpenWRT running on the same device that OpenWRT. Or do I always need to connect to OpenWRT via a browser from another device?

Kind of but not really. You could run it in a container or VM as a guest os, but it is an OS of its own, so it doesn’t really run within another os.
Openwrt doesn’t have a direct GUI, but it does have the LuCI web interface. It always has a command line interface.

How do you feel about VMWare for the Raspberry Pi? Any other suggestions?

I'd go with qemu.
