Why do I see 4 'toh' pagenames if I search for the 'OpenWrt One'?

OpenWrt One 1 - https://openwrt.org/inbox/toh/openwrt/one_1
OpenWrt One - https://openwrt.org/zh/toh/openwrt/one
The last 'One' is in Chinese, which i can understand, but what is the reason for the first 3 ?
OpenWrt.org/inbox returns: 'Inbox' is stupid concept, admin never review and move the page correctly, DON'T USE IT
This is weird as there are also WiP devices NOT under 'inbox'? (https://openwrt.org/toh/linksys/whw03_v2)
Should the 'inbox' pages not being merged into the 'default' toh?
