Dear lede dev team!
Strange things happen after downloading the new image from
https://downloads.lede-project.org/snapshots/targets/mvebu/generic/ a
couple of minutes ago.
Are there a lot of packages missing? Because whatever I try to install,
in this example luci and openvpn , there missing a lot of packages.

it seems like the build bots are failing the compilation of the missing packages for that device, in the logs (1, 2) I see failure to build luci-base, some luci libs and openvpn (and various other things).
Try to wait a few days and see if the issue presists. Development snapshots can have such issues.
