Hey,

TLDR:
The package mirror at http://archive.openwrt.org/chaos_calmer/15.05.1/ipq806x/ appears to be missing which is preventing us from installing default packages.

My team is developing software for legacy OpenWrt build 15.05.1 using the ipq806x target. Unfortunately this is project is running on custom hardware and the manufacture only supports this outdated build. The SDK for this build doesn't appear to have the ipq806x target available and the package repository is missing.

ipq806x has never existed for 15.05.x in the first place, it only premiered 17.01.0 two years later.

That QCA's QSDK took 15.05.1 as a base for their development does not mean that this target existed in 15.05.1 (and there wouldn't be any compatibility between OpenWrt 15.05.1 and the QSDK anyways). Please base your work on OpenWrt/ master, which is working very nicely for ipq806x, or talk to your vendor for QSDK support, that's what you're paying them for.
