When installing on the meraki mr16 and following the device page guide to set the mac address after installing 19.07.7 version. does this need to be repeated if the reset button is pressed or the system is reset to defaults within Luci??

Is a configuration change within the rootfs, it survives a sysupgrade (keeping settings), but not a factory reset (firstboot).
Other devices can extract the MAC address from either a fixed offset in one of the remaining OEM partitions and reference that in the DTS or parse it some other way during firstboot conditions and (always-) set once once in the rootfs. If that can be done for the mr16 as well, depends on the hardware and how/ where the vendor stores the correct MAC addresses.
