I need to install luci in offline

need actual packages download page
I might be misunderstanding, but to get the packages for your device you can go to the Table of Hardware and find your device, click on Device Techdata, then Package Architecture, then Download Packages, i can't remember which sections the packages will be in, but you can find them all there.
