LuCi fails to Install

Hello Comunity!
First i want to apologize for my bad english.
Now to the Problem. I cant install Luci for some reason. It says:

root@OpenWrt:~# opkg install luci

When i run opkg update it says:

After it when i try it again it says the same.
What can i do About it?

When i download the *.ipk files for the offline instalation and try to install them i get the following error:

It looks to me that there are multiple sources in your opkg.conf file.

There seems to be a mixup of stable and snapshot sources.
Your device supports 19.07.3
Did you upgrade from previous OpenWrt version or flashed over the vendor firmware?
Which installation method did you follow?

i Used the Cfe web method while having a ttl Thing conected to get to the prompt and i flashed over the Vendor Firmware

And which image did you use? The FAST2704N? Or the custom built openwrt-brcm63xx-generic-TD-W8968-squashfs-cfe.bin.

the custom one because my multimeter is dead and because i dont know how to write that .dtsi file

The custom says it includes Luci. Are you sure it is not running?

hmm it says

and it is running but its broken(its running because i tried to install it With the offline method)

Do a reset to defaults and try it again. Point your browser directly to 192.168.1.1 after it restarts.

i found a patch file. how can i use it and can it solve the Problem?

Did you reset the router to defaults?
Is the uhttp running?

oh wait i think i forgot to install luci lol

Are you trying to install Luci and fails?
