Long delay/fail when upload speed 100% on other PC

Let's say I have two computers PC1 and PC2 which are both connected using Ethernet (not Wi-Fi). My ISP speed is 100Mbps for both up and down. When PC2 is uploading a file at nearly 100Mbps, Chrome on PC1 fails to load or takes very long to open a web site.

Do I have to set QoS settings manually? I think it did not happen before when I had not set QoS settings.

If you're honestly using 100% of your upload bandwidth, then you have 0 to use to initiate those browser connections.

Can you attempt to limit your upload to 85-90% using QoS or another traffic shaping mechanism?

yes, you probably need QoS installed on TPlink. Try SQM:
