Kernel suspended for 11 seconds during boot

Is this the expected behaviour?

syslog shows a delay of 42 seconds -

No hablo Español.

The profile image is from a mark of dog food sold in the Netherlands. m'bad, m'kay?

Thanks, but that does not explain the 42 second gap (syslog) because the ACS-COMPLETED message is written before it.
And, why is the kernel suspended for an ACS operation?
