Is it possible to restore a backup from another router?

I have 2 different routers, both running openwrt. Is it possible to load a backup made with the router "a" into a router "b"?

No, different routers have different configuration parameters.

Although restoring the full backup is not possible (due to hardware differences), you might be able to manually extract and reuse individual packages' config files from the backup tar.gz archive. E.g. DHCP and firewall configs are likely compatible to large a extent (assuming that the interface/zone names are default wan, lan).

I gereral, the config files are just text files, so they are easy to copy and edit.
