Why is the gateway in the obtained ipv6 a local address
Is this an ISP problem or an OP setting problem?
If it is an OP setting, how should it be improved

If they route via local addresses there is no problem. Run tcpdump while restarting WAN6 interface and check what router is being advertised. It may be 2 for example.

That is how it is supposed to work. The gateway is the link-local of the next router upstream. The router then uses NDP to find the MAC address of that router and send packets to it. As its name (Neighbor Discovery Protocol) suggests, NDP only works on local addresses.
