I am trying to follow all the steps outlined in https://openwrt.org/docs/guide-user/firewall/fw3_configurations/intercept_dns however, I cannot populate ipsets. Any help will be appreciated.

You missed the part about IP set extras to resolve the DoH domains, and Hotplug extras to trigger IP set update at startup.
