It looks like there is a little Realtek chip near the wan port. That could be a separate PHY for the wan. If the model you're working from (1698?) doesn't have the same hardware you will need to make sure your build has the driver for that chip and also activate it in the DTS file.

Please build an image which includes mdio-tools, this will allow you to scan the MDIO bus and see which exact type of PHY we are dealing with and what is the address you need to put into the device tree.

This should show you the built-in PHY of the MT7981 SoC on address 0 and another PHY (RealTek is 001c...., for example) on another address. Once we know the ID and the address, you can put that into device tree and it should work.

So now we know that we got a RealTek RTL8221B-VB-CG at MDIO address 6.

The next step is to find the PHY reset GPIO. Almost all MT7981 boards use GPIO 39 as reset. You can try by exporting that GPIO to sysfs and see if toggling it's value makes the PHY disappear in mdio mdio-bus output:

If the PHY does not disappear ever during this procedure you need to try other GPIOs than 39, eg. 3, 5, 12 or 14 are other popular choices.

If you can download the stock firmware from somewhere this can also help, either by extracting the Device Tree from it or by running it and inspecting at runtime via cat /sys/kernel/debug/gpio which GPIOs are in use. Apart from the PHY reset GPIO you may also want to find out about PHY interrupt, buttons and LEDs, maybe power and reset for the mPCIe and M.2 socket.

The fact that the WiFi driver requests this file means that it is lacking WiFi EEPROM data. Typically this data (calibration specific for the board and antennas as well as MAC addresses) is kept in a dedicated MTD partition or UBI volume. The best is to run the stock firmware and follow the boot log to find out about the names of MTD partitions. If there is a partition called factory, art bdinfo or eeprom that's usually where to find this data.

Once you found out, you need to tell the driver to load the firmware from there. This is done by introducing nvmem-layout to the MTD partition or UBI volume, and referencing it using nvmem-cells for the WiFi driver. See the dts of any other MT7981 board, there are plenty of examples.
