How to tell modemmanager eth3 (rndis) and ttyUSB3 is a modem

i have a WWAN modem FM350-gl connectet over usb and i wan do manage it over modemmanger.
how can i tell modemmanger that should use eth3 (rndis) and /dev/ttyUSB3 (AT port) for the modemconnection?
i have read normal i can use /lib/udev/rules.d/77-mm-fibocom-port-types.rules but on openwrt udev not exist so modemmanger not find my modem

in PCIe mode the modem canote be used after a reboot anymore. the error still exist on linux and windows. under windows i download a new driver with new firmware version but the driver will not install the firmware update (HP Variant).

the usb interface still work after a reboot so i want use usb.
in the file /lib/udev/rules.d/77-mm-fibocom-port-types.rules
i can see the Fibocom L610 use rndis with modemmanger i have copy it to add my card but this file is for use with udev and openwrt not use udev so its not trigger
