Can I make serial connection with TP Link c60 router with this device? And tell me in detail what steps I need to take to unbrick the router. Thanks in advance

Make sure that the adapter you get supports the appropriate logic level of 3.3V.
Or get one, where you can choose the voltage.

There's plenty of "TP-Link serial TFTP flash" videos on YouTube, find one, they're all the same, only location of serial header will vary.
