I used the config from above for downstream and also added option device 'br-lan'
to the vlan and it seems to be working correctly.

I would like to add a second "downstream" router connected to "upstream".
This new router must extend the two vlans with wifi ap
Will this new router be wired? Is it running OpenWrt? To which router will it be connected? (a simple diagram will probably be useful here)

I see you're proposing a new VLAN -- is that specific for downstream 2, or is that for more than one of the devices?
Let's see the config of downstream 2 (just the network file) and we can add that one into the mix.
