If the nuc only has one port and/or you only want to use one cable, then the answer is yes. Note that one port can be an untagged member of only one VLAN. Some devices do not properly handle tagged and untagged frames on the same physical port, so better tag the traffic for both VLANs.
I can't help you with the proxmox settings, but a quick search shows that there are some guides available.

Since i have 2 AP to use the 3 vlans i will have to tag all 3 vlans in the 2 ports, do you see any problem? better to tag the 3 vlans and off on the others right?

Right, but better create a temporary management interface on each device until you get a working VLAN configuration. It can save you a lot of headaches...
