im trying to reflash oem firmware via tftp

just the power light is on

tcpdump output

firewall is off

TFTP requests going to 192.168.0.66 for ArcherC7v5_tp_recovery.bin, what's the actual problem ?

if you're installing via TFTP, follow https://openwrt.org/toh/tp-link/archer_a7_v5#installation_using_the_tftp_method, but it matches what you're seeing in tcpdump.
