where I can find the latest gnokii version for 18.06 ?
Or it has been removed?

There is no package with that name available in 18.06, see the package table.

That is in the unmaintained repository of old packages that were never imported into the current GitHub packages feed. It was not "removed", but instead it was never imported into the current packages feed as nobody showed interest for it by promising to be the maintainer and authoring the updated package Makefile.
