You are downloading to your computer, just as @psherman caught.
You need to download it from your router and open it in you router.
From your download folder on your computer.

SSH in to the router. using the commands in the 25 make a folder and move into it then use wget to download the folder (package, whatever it is).
If is a folder, navigate to it using the one of the 25 commands and install.

Dear mostly I downloaded on OpenWrt system ,,,, because I monitored the empty space of OpenWrt system each time I download the folder it will reduce the a free space of the OpenWrt system ...
You need to know there are commands and where to look them up when you need them anyway.

chances are that you downloaded this to your root user directory.
ls ~
If it's there, it is probably called luci-app-3ginfo-lite, so you would install it like this:
opkg install /root/luci-app-3ginfo-lite

I tried to install file from my desktop , as told me Sir @psherman
but didn't work ..

No, he told you you would need to move it if it was on your computer.

So What I can wget ,, to get this package on interface ?
get/clone all those files and folders, then figure out where to place them, in the openwrt dir structure.
@KFO I guess the immortalwrt packages are better, but you could try add my repository to your image and install 3ginfo-lite from there.
P.S.
You must have the wget-ssl package installed.

Well since it is on your computer as a folder(s) open the folder and look whats in it.
I've never used GitHub, I have no idea how to use it. That link has three hyperlinks at the bottom; read them and then try to use GitHub.
I mean, not to be mean, you dove in; might as well learn to swim.
