failing for GL.iNet GL-AX1800 snapshot, this also prevents Attended Sysupgrade from working as well

NSS builds are not served by owut or fw selector. Ask for updates where you got your nss build from.

If this is right, here's a solution:
If you replace luci with luci-base luci-light luci-app-package-manager, the image will be created.
As far as i remember, the inclusion of (let's call it meta-package) luci seems not to work any longer.
If you instead add the 3 packages mentioned above, the image will be created.
I just did so for your GL-AX1800:

Thanks your method did allow it to compile, but would like to find more confirmation that it had been "luci" pkg was deprecated
