One typical reason with old ancient version is, that the download site has moved. Or actually, the 18.06.x binaries are now in "archive" site, so the built-in download link is likely outdated.
Instead of "downloads.openwrt.org" you should have "archive.openwrt.org" in each link definition in /etc/opkg/distfeeds.conf

When I try this, it works as-is... I suspect that the issue is a configuration problem, but we'll have to guess for now since the OP hasn't been forthcoming with information.

sure,
DL them via your client, then (win)scp them to your device's /tmp folder, then run opkg -install /tmp/packagename.ipk
via ssh.
Instead of workarounds, is there a reason you won’t provide your configuration files for review? We will likely be able to find the issue and recommend the fix.

I am going to take a "Wild Ass Guess" (WAG) here and say this is most likely a problem with the version of Busybox/Wget that opkg invokes here. That is, there is either no proper support for SSL or it mis-handles the http -> https redirect from the download site.
I am not sure there is a quick fix here other than manually downloading and installing Wget (and dependencies) with SSL support. [My personal choice would be to re-flash the router with a more current release].
