Error Registering PTP Clock in Hyper-V

I have been running OpenWRT in Hyper-V for a while, and it has problems syncing time with the host machine. After investigating this issue, I found that hv_utils could not register PTP clock. However, I have enabled the time sync service in host machine, and when running other linux distributions (Manjaro and Debian), it works fine.

I'm wondering why this is happening, and whether there is a solution.

Note: I'm running version 19.07.0, but I tested 18.06.6 and the problem still exists. I also tried to install the kmod-ptp package but this didn't solve the problem.
