Docker imagebuilder tagging

The imagebuilder docker image tagging seems to be messed up.

Right now, 22.03.2 is the latest stable version of OpenWRT. However, the 22.03 tag has not been updated in a month. The snapshot and master tags were updated 3 days ago, which I assume points to 22.03.2. However, that means there is no actual development snapshot.

@aparcar, can you please shed some light on this?

It looks like I'm not the only person with issues of this nature. Are the Docker images just not dependable? I'm using them for CI/CD, so this is causing major problems.
