No, there's usually a reset required going from 19 to 22 or 23.

No. Take a backup for reference. Most packages added will typically be compatible across versions,
Most incompatibilities across versions usually involve your core network stack configs.
Use the changelogs from 19 through 23 to familiarize what has changed between 19 - 23, then use your backup to accommodate the changes.
basically saying no best not to update a few versions
but save current setting for future reference if and when or if you need it to look back
but update you firmware with NOT saving settings
I'd go to v23 if your router can take it
and yes build the setting from a black "factory default" state
from v19 to 22 or 23 there will be changes with memory layout or switch drivers
