On my router's original firmware, there is an option named "MAC Address Clone" that lets you change the MAC address of the router. Once done, the router would reboot and my public IP would change. In LuCI, the same thing can be done by going to Network > Interfaces > Devices > Configure (done on the "wan" device) > MAC Address, but when I reboot my router it doesn't change my public IP.
It is up to your ISP's systems whether or not they will change your public IP. Some do not use your router's MAC address as a factor during the authentication process.

When doing this in my router's original firmware, as I mentioned, rebooting it does give me a new public IP. So I'm wondering if I'm doing something wrong in OpenWRT
Well, first check if the WAN IP did indeed change as you expected it to. There are (at least) two different approaches to set MAC addresses for interface, conflicting information there would not help your issue.

It didn't. I don't know why. Any ideas?
To change address it is sometimes necessary to power down the modem, power down the router, then power up the modem wait a minute and then power up the router
