this is a third-party automated file that is uploaded to openvpn

then you should probably ask the 3rd party ?

There needs to be an instance (config openvpn) named USA in the /etc/config/openvpn file for that to work.
For example:

config openvpn 'USA'

    option config '/etc/openvpn/usa.ovpn'

config openvpn 'Japan'
    option enabled '1'
    option config 'etc/openvpn/japan.ovpn'

Changing the enabled value to 1 makes that instance active so it will use the .ovpn file to connect to presumably a USA server. Generally you only want one instance active at a time, so you should disable the Japan connection when switching to USA.
