IP->Firewall->Filter Rules

Create a new rule.

Drag the rule at the beginning of the list.
Try to connect again and check the Mikrotik logs for activity from 192.168.3.19

SSH is failing due to wrong password.
Winbox will not work if you try to connect to the mac address of the mikrotik when the PC running the winbox client is connected to OpenWrt lan. You'll need to connect with IP.

From your logs I understand that you successfully login when you are using the MAC Server (which is independent from the IP access).

Please go to System->Users. If the Allowed Address field is empty, I give up.
